WebKey resides in your system tray and offers a simple right-click menu to create, enable, and disable shortcuts.

Select Show to find a plain interface with only two columns: Action and Hotkey. There's a Browse tool to help you locate files, and WebKey offers sample actions to help guide you in creating your own.
