The Documents app will automatically prompt you to save that file. Tap Done when ready to save the document. From Documents 5, you will then be able to move it to iCloud or Dropbox, or Google Drive, for example.
You will also be able to share it via email. It makes downloading and moving files around a breeze. Because it can tie in to various cloud services, and let you access and move files between them, Documents 5 can be the central location for all your file handling needs.
Documents 5 can even let you move files around folders and cloud services by using a drag and drop gesture. This makes file handling almost as simple as it would be on a desktop computer. To move a file, simply tap and hold your finger on it, then drag it to your destination of choice.

If you are saying that you are trying to retrieve a Pages document from iCloud that is not on your iPad, you can't - because if the document was in iCloud, it would be on your iPad when you launch the app.
However, if you are totally new to Pages and don't know how to access your Pages documents in the cloud, then JimHdk's advice will work for you. You simply launch the Pages app on the iPad and it will download to the app. Back at the end of Nov 13 I reset my original iPad to factory settings and my daughter had it whilst she contributed to a new iPad mini for me.
It's all those documents from Pages that I can't access I can see they are in the cloud but can't get them even when I open pages. It doesn't give me an option to access files from icloud. Also, I have managed to use up all my free icloud memory.
